Initially, other users indicated that restoring the phone to version 4.0, essentially starting from scratch, could resolve these issues. However, even if this is the case, users cannot be forced to restore their device to update to iOS 4.0. While the problems are being investigated and resolved, disabling Spotlight seems to be the most effective solution for the performance issues. To do this, go to Settings -> General -> Spotlight Search and uncheck all of its options.
So, iPhone user, this is one more reason to DO NOT UPDATE iOS4
