Personally, and considering everything that's been said about the tablet, I'd say it's close to what it will be, but with modifications that won't be known until the tablet is released. In fact, some features directly contradict the device's own philosophy, such as the Ethernet connection or the possibility of equipping the device with up to 8GB of RAM (!). The issue lies in the characteristics of the leaked document, not in the device's specifications mentioned.
At Apple, they internally use what are called TPS documents, which are simply the specifications they want to create, and work begins on this basis. These documents usually undergo numerous modifications over time, are discussed via email between different departments, and are adapted to market needs, costs, technologies, and so on. The question is, if what has been leaked is true, we would be looking at specifications very close to the final version. Or, it could all be false, as is so often the case.
