How can I unlock an iPhone 4 (iOS 6 or 7) using an iCloud account?

I found an iPhone 4 running iOS 6, I think. I've asked a few technicians and they have no idea what's wrong, so I'd really appreciate any help. Maybe someone knows, and they can tell me. I could also help him with anything he might need, help him in any way I can, but I need a solution (if there is one).
