I have an iPhone 5s (like an iPod) and I deleted the iCloud account using Cydia. Can I unlock it for Telcel?

You can unlock it with either an R-SIM or by IMEI. You can't remove the iCloud account from a 5s with Cydia; you need the owner's Apple ID and password. 😛
